He's right. It's sort of an old booking principle that if you try to push everyone, you end up pushing no one because it's hard to stand out when you're trying to make everyone seem like they're on the same level all at once.
Plus, calling it "The Divas Revolution" was probably a mistake in itself. Instead of the company trying to get people to care about the Divas more simply because they tell everyone to, it would have been a lot more effective to just book the division with a lot more seriousness and let the whole thing get over organically on it's own. Things that get over on their own tend to be more effective. Just saying.
