Why didn't the WWF change its name to the WWE when the panda WWF told them to stop using it in 1994 ?

According to numerous articles published on the internet at the time when the WWF was forced to change its name to the WWE in 2002, they said that the WWE had an agreement that they made with the wildlife panda WWF in 1994 which prohibited them from using the WWF acronym on their television programs or merchandise but they didn't do it until 2002 after they violated the case which is why they changed it to the WWE to begin with. So why didn't the wrestling WWF change it to the WWE in the 90s to prevent that from happening later on ?

As far as my understanding goes. They were allowed to keep the logo, but weren't allowed to mention the initials in advertising. I think that's why it was fine for so long, and then they fucked up and used the initials on one of their UK tours iirc. And that's when they were forced to change it.

Unless you watched the Ruthless Agression Era show on the Network, in which case Vince just decided to change the name because it was more fitting for the new era

There was a logistic issue and enough wiggle room to avoid the logistics nightmare.

The World Wildlife Fund allowed them to keep the WWF name under provisions to prevent them from using certain fonts, types of marketing and stuff like that. They weren't explicitly ordered to change the name so there wasn't any serious pressure. On top of that, it's extremely complicated to do a rebrand that big especially in the worst period in company history. When you're already bleeding money and losing your brand value, it's not smart to accelerate that by funding an unnecessary, in that it wasn't court ordered, rebrand and marketing campaign.

I thought they lost a law suit and were legally forced to change the name.
They did but the question was why the WWE didn't do it earlier when they were told to stop using the WWF acronym in 1994. A couple of people said the WWF name and logo was fine in the United States but they couldn't use it in the United Kingdom because the World Wildlife Fund owned the WWF initals over there or something. Then the WWE lost the rights to the WWF permanently when they kept saying WWF for years and selling merchandise with WWF stuff on it (which is what they weren't supposed to do) and that's why they changed their name to the WWE.
